How to Navigate & Improve Virginia’s Education Options

Virginia’s public education system, while historically significant and effective for many, is currently characterized by a largely standardized, one-size-fits-all approach that does not accommodate all learning styles or family preferences. Large school sizes, rigid curricula, limited specialized programs, and insufficient resources contribute to dissatisfaction among parents, particularly those from Black and Hispanic communities. Only 54% of parents feel they have meaningful choice in their child’s education, placing Virginia 42nd nationally in parental choice rankings.

The report outlines both public and private educational options available in Virginia:

  • Public Options: Traditional public schools, charter schools, lab schools, magnet schools, and special education services are described, noting their benefits and limitations. However, public sector alternatives such as charter and magnet schools are in short supply, limiting true choice.
  • Private Options: Private schools, homeschooling, and emerging microschools offer more flexible and tailored educational environments, often aligning with families’ religious, cultural, or learning needs. These alternatives face financial, regulatory, and accessibility hurdles but represent crucial pathways for many families seeking something beyond the traditional public system.
What Is a Microschool?

Microschools exist as a midpoint between homeschooling and traditional schools. These small, intimate learning environments typically have around ten to twenty-five students and one or two teachers. EdChoice estimates that between 1.1 and 2.1 million students attend microschools.


Overview

Microschools fall into three categories.

  • Independent Microschools
    • Small, multi-family learning environments that meet
      regularly, either full-time or on hybrid schedules.
  • Partnership Microschools
    • Collaborations between host partners (employers,
      houses of worship, etc.) and technical partners responsible for teaching and
      learning.
  • Provider Networks
    • Align local leaders with established organizations to support
      launch and operations.

Microschool key features include:

  • Microschools maintain a close learning environment with a limited number of
    students. This allows for personalized attention and close relationships between
    teachers and learners.
  • 63 percent of microschools report serving populations of children with
    neurodiversity, 53 percent with other special needs, 53 percent whose educational
